Phil is Director of the Sovereign Decarbonization and Biodiversity Program and of the Innovative Sustainable Finance Campaign. 

Phil was previously the lead portfolio manager for all emerging market fixed income portfolios at Aegon Asset Management serving as global co-head of emerging markets and global head of sovereign and emerging markets research.  Prior to this current role, Phil was the founding partner and co-portfolio manager of the Harbert Macro Fund, an emerging markets centric global macro hedge fund. Prior to that, Phil worked as a portfolio manager at UBS Asset Management, JBS USA, Vara Capital Management, and Ritchie Capital Management. He also has served as a consultant to the IMF, World Bank, and USAID. He has over 25 years of financial markets industry experience.

Phil received his BA from Tufts University and his MBA from the University of Chicago.
